Discover the success story of the Chamber of Senators of the Province of Mendoza, Argentina. With the help of Scriptcase, it was possible to migrate, develop, and integrate various systems that are fundamental to the activities of the Chamber of Senators. All systems operate securely and in an integrated manner to meet daily demands.

The Chamber of Senators of the Province of Mendoza is the upper house of the provincial legislative branch, comprising 38 seats representing the four electoral sections into which the province is divided. Half of its members are renewed through popular elections every two years for a term of four years.

THE PROBLEM:
In the year 2000, existing computational systems were migrated, and new client-server-based applications were developed. The decision was also made to use relational databases (PostgreSQL) and PHP 4.7. Over the years, legislative development and administrative tasks became more complex, resulting in many hours of programming for tasks like CRUD, user administration, reports, summaries, graphs, statistics, and more.

THE SOLUTION:
The biggest challenge was integrating multiple systems that interacted with one another into a single platform that deployed applications based on roles, groups, and user types. Additionally, it was necessary to implement document generation and management to ensure adequate legal guarantees for the originality and immutability of documents. To address this need, Scriptcase was adopted as part of the routine development and integration of systems.

RESULTS:

Various Systems Developed:
Several complete systems were developed to meet the administrative and routine needs of the Chamber of Senators. These systems operate securely and in an integrated manner. Notable examples include the HR Management and Asset Settlement System and the Unified Desktop System (SEU), which integrates the administrative and legislative structure of the Chamber. This includes an Electronic Document Management system incorporating the use of Public Key Certificates (digital signatures) for documents generated by the system, such as projects, committee offices, laws, etc. The system deploys applications based on roles, groups, and user specifics.

Over 550 Applications Created:
When considering all the applications developed within the systems using Scriptcase, the total exceeds 550 applications, showcasing the scale and scope of the developed systems.

Reduced Development Time:
Using Scriptcase for secure system development proved highly advantageous. Tasks like CRUD operations and data input control, which usually require significant development time, experienced a considerable reduction in implementation time.
<p>
System Migration:
The migration of existing applications to those developed with Scriptcase, planned with a focus on operational relevance and modularity, took approximately 18 months to complete.
<p>
Complete Integration:
It became possible to integrate all legislative and administrative management into a single system. This unified approach ensured data consistency, reduced redundancies, and facilitated access for both users and citizens.
